International Cooperation

As international migration has grown and spread during recent decades, a number of states have been searching for greater cooperation to respond to some of the challenges that migration poses for countries and communities of origin, host countries and communities, and migrants and their families. While greater cooperation is sought, there has been no definitive consensus on how to act collectively to pursue international cooperation on basic goals such as reducing illegal migration, eliminating deaths and abuses in transit, and curbing the proliferation of smuggling and organized crime.

The Biden administration’s policy to expel some Venezuelan border arrivals to Mexico marks a significant reversal. For the first time, the U.S. government is invoking the controversial Title 42 expulsions policy not on public-health grounds but as an explicit immigration enforcement measure. The expulsions are being paired with a new humanitarian parole program for up to 24,000 Venezuelans. Vaccine Requirements Predate the COVID-19 Pandemic by More than a Century

In some cases, vaccine certificates predated the existence of government-issued passports. COVID-19 and the State of Global Mobility in 2021

Despite high hopes that international movement would be revived in 2021 after the deep chill in 2020 with designation of a global pandemic, cross-border mobility remained limited as migrants and travelers faced complex rules, high costs, and uncertainty as new COVID-19 variants emerged. This report assesses global mobility in 2021, including changing use of travel restrictions, their impacts on mobile populations, and efforts to safely restart migration and travel.
