Laureen Laglagaron is an Attorney-Advisor at the Federal Coordination and Compliance Section of the Civil Rights Division, U.S. Department of Justice. She handles discrimination cases; provides technical and legal assistance; offers regulatory, policy and program review; and coordinates federal civil rights enforcement. This brief argues that an essential first step to any type of U.S. legalization must be a registration process that rapidly identifies, screens, and processes potential applicants. The government could successfully administer a large-scale legalization only with a well-crafted bill, sufficient funding, an unprecedented mobilization of public and private stakeholders, and intensive planning.

The enactment of President Clinton’s Limited English Proficiency (LEP) Executive Order, issued in 2000, triggered a proliferation of efforts to provide services to individuals who cannot speak, understand, read, or write English fluently.
